| Sujet: Al-Qaida's budget slips through the cracks 14/11/2008, 22:57 | |
| Rappel du premier message :
U.S. clamps down on banking transactions; terror group finds new funding
By Robert Windrem and Garrett Haake NBC News updated 7:56 a.m. ET Nov. 14, 2008 Seven years after the Sept. 11 attacks, U.S. intelligence officials believe they've won many small victories against al-Qaida's ability to finance its operations, but they remain unable to put a concrete dollar figure on their impact.
That's because they have no reliable estimate of al-Qaida's overall budget, according to current and former U.S. counterterrorism officials, which means the only measures of the organization's economic health are sporadic, anecdotal and fragmentary.
"When you see a cell complaining that it hasn't received its monthly or biannual stipend and it's unable to pay the salaries of the people in the cell, unable to make the support payments to the families of terrorists living or dead, that's a tremendous indicator we have pressured the financial channel," said Adam Szubin, the director of the U.S. Treasury's Office of Foreign Assets Control and the man in charge of tracking terrorist finance. http://www.msnbc.msn.com/id/27644191 |

Illinois House committee declines to call on members of president-elect's team, including Rahm Emanuel and Valerie Jarrett, to avoid meddling with federal criminal investigation.
FOXNews.com
Saturday, December 27, 2008 CHICAGO -- The Illinois House committee investigating a possible impeachment of Gov. Rod Blagojevich won't subpoena two incoming White House advisers, the committee chairwoman said Saturday, shutting down a request from the governor's attorney.
In a letter received by the committee Friday, U.S. Attorney Patrick Fitzgerald asked the special investigative committee specifically to not subpoena President-elect Barack Obama adviser Valerie Jarrett, incoming chief of staff Rahm Emanuel, U.S. Rep. Jesse Jackson Jr. and Nils Larsen, a Tribune Co. executive vice president.
Fitzgerald said any such subpoenas "would interfere with the ongoing criminal investigation into the activities of Governor Rod Blagojevich and others."
...

President-elect Barack Obama spoke with Secretary of State Condoleezza Rice on Saturday about the violence in Gaza, which has left as many as 225 people dead, two transition aides told CNN.
Barack Obama's approach to the Middle East as president will be the subject of much scrutiny.
"The president-elect appreciated the call and the information from Secretary Rice," one aide said, adding that Obama initiated the eight-minute phone call. "He will continue to closely monitor these and other global events."
ok....
...
But, he told CNN, "the fact is that unless the Israelis and Palestinians are prepared -- which they're not right now -- to take the political decisions required to overcome the gaps and to sell an agreement to their respective constituents, there's not much a new president, no matter how bold or charismatic he may be, is going to be able to do about that."

| Sujet: 105 - Caroline Kennedy Busts on New York Times Reporter in Interview 29/12/2008, 02:24 | |
| The potential next U.S. senator from New York tells the city's biggest newspaper that their reporters aren't such a crack political team while also inadvertently insulting women's magazines.
FOXNews.com
Sunday, December 28, 2008 U.S. Senate candidate Caroline Kennedy seemingly accused two New York Times reporters of working up a puff piece on her because they asked her in an interview when she decided she wanted to be the senator.
After being criticized for not taking questions from the press recently now she's under scrutiny for the answers that she's given in a flurry of interviews in recent days.
Three New York newspapers all published stories Sunday after interviewing Kennedy a day earlier at a diner in her upper East Side neighborhood of New York City.
The New York Daily News painted Kennedy as defiant, quoting her saying she would not be beholden to anyone. The New York Post cast the daughter of President John Kennedy and holder to the Camelot myth in warmer familial tones with headline saying her kids and husband are all aboard a run for the Senate and President-elect Barack Obama is encouraging her.
But The New York Times said while Kennedy is forceful, she remains elusive, and noted that she never answered directly whether she would actually run in an election for the Senate seat if she weren't appointed first.
...

| Sujet: 106 - Rice: People will soon thank Bush for what he's done 29/12/2008, 03:03 | |
| Secretary of State Condoleezza Rice said that despite President Bush's low approval ratings, people will soon "start to thank this president for what he's done."
Secretary of State Condoleezza Rice says "there is no greater honor than to serve this country,"
"So we can sit here and talk about the long record, but what I would say to you is that this president has faced tougher circumstances than perhaps at any time since the end of World War II, and he has delivered policies that are going to stand the test of time," Rice said in an interview that aired on CBS' "Sunday Morning."
The secretary of state brushed off reports that suggest the United States' image is suffering abroad. She praised the administration's ability to change the conversation in the Middle East.
"This isn't a popularity contest. I'm sorry, it isn't. What the administration is responsible to do is to make good choices about Americans' interests and values in the long run -- not for today's headlines, but for history's judgment," she said.
"And I am quite certain that when the final chapters are written and it's clear that Saddam Hussein's Iraq is gone in favor of an Iraq that is favorable to the future of the Middle East; when the history is written of a U.S.-China relationship that is better than it's ever been; an India relationship that is deeper and better than it's ever been; a relationship with Brazil and other countries of the left of Latin America, better than it's ever been ...
"When one looks at what we've been able to do in terms of changing the conversation in the Middle East about democracy and values, this administration will be judged well, and I'll wait for history's judgment and not today's headlines."
Asked by CBS' Rita Braver why some former diplomats say Americans are disliked around the world, Rice said that's "just not true."

| By SUSAN CAREY Illinois Lt. Gov. Pat Quinn said Sunday that he expects Gov. Rod Blagojevich to be impeached by the Illinois House and convicted by the state Senate, clearing the way for a special election in June to fill the U.S. Senate seat vacated by President-elect Barack Obama.
Mr. Quinn, speaking on CBS News's "Face the Nation," said he hopes Mr. Blagojevich will be out of office by Feb. 12, when the state will celebrate the bicentennial birthday of Abraham Lincoln. The lieutenant governor added that he hopes Mr. Blagojevich will voluntarily resign. Either way, according to state law, Mr. Quinn would take over as acting governor.
Mr. Blagojevich was arrested Dec. 9 on federal corruption charges alleging, among other things, that he conspired to sell Mr. Obama's Senate seat to the highest bidder. The governor has denied wrongdoing, said he will fight the charges and has given no indication he plans to leave office.
An Illinois House committee already is considering a possible impeachment of Mr. Blagojevich, and is slated to take up the matter again Monday. If the House acts to impeach, the matter would move to a trial in the Illinois Senate, where two-thirds of the members would have to vote to convict the governor. Mr. Quinn said Sunday that he thinks "far more" than two-thirds of the state senators are prepared to do so.

| December 10, 2008 Dear Governor Blagojevich: We write to insist that you step down as Governor of Illinois and under no circumstance make an appointment to fill the vacant Illinois Senate seat. In light of your arrest yesterday on alleged federal corruption charges related to that Senate seat, any appointment by you would raise serious questions. It is within the authority of the Illinois legislature to remove your power to make this appointment by providing for a special election. But a decision by you to resign or to step aside under Article V of the Illinois Constitution would be the most expeditious way for a new Senator to be chosen and seated in a manner that would earn the confidence of the people of Illinois and all Americans. We consider it imperative that a new senator be seated as soon as possible so that Illinois is fully represented in the Senate as the important work of the 111th Congress moves forward. Please understand that should you decide to ignore the request of the Senate Democratic Caucus and make an appointment we would be forced to exercise our Constitutional authority under Article I, Section 5, to determine whether such a person should be seated. We do not prejudge the outcome of the criminal charges against you or question your constitutional right to contest those charges. But for the good of the Senate and our nation, we implore you to refrain from making an appointment to the Senate. Sincerely, Sen. Reid Sen. Durbin Sen. Schumer Sen. Murray Sen. Akaka Sen.

It is the first time Obama has received anything but praise and cheers during his 12-day Hawaiian vacation, which ends on Thursday.

But Obama was sitting in the rear on the passenger side of his black sport utility vehicle, and was not visible to the protesters, according to a pool report, which said the president-elect sipped from a bottle of water and looked straight ahead as his vehicle passed the demonstrators.

Dems may not be able to block Blago pick
By MANU RAJU | 12/30/08 4:20 PM EST
Democrats insisted Tuesday that they’ll deny a Senate seat to Roland Burris – the 71-year-old African-American Illinois Gov. Rod Blagojevich has picked to replace Barack Obama – but it’s not clear whether they have the legal authority to make good on the threat.
Over the years, the Senate has used its constitutional authority to sort out a number of messes surrounding open seats. But legal experts say this one is unprecedented: the appointment of a replacement senator by a governor facing criminal charges stemming from the appointment process itself.
The closest precedent is the 1969 case of Powell v. McCormack, in which the Supreme Court held that the House and Senate can exclude a would-be member only if he or she does not meet the minimum constitutional qualifications of age, citizenship and residency in a state.
But that ruling dealt with the corruption of the would-be member, not the alleged corruption of the process, and it arose in the context of an election, not a gubernatorial appointment. The Senate Democratic leadership argues that the ruling doesn’t apply when the would-be member has been appointed by a governor who has been charged with trying to sell it to the highest bidder.

| Sujet: 118 - Dispute Over Blagojevich Senate Appointment May Head to Court 31/12/2008, 14:27 | |
| The burgeoning dispute over President-elect Barack Obama's vacated U.S. Senate seat could spill into the federal courts. Embattled Illinois Gov. Rod Blagojevich, facing federal corruption charges, shocked the political world Tuesday by naming his choice to fill the seat, former Illinois Attorney General Roland Burris.
Top Senate Democrats immediately said they would refuse to seat Mr. Burris because of the allegations surrounding Mr. Blagojevich, who was arrested Dec. 9. But some legal scholars said that such a move might not stand up in court, if Mr. Burris chose to challenge it.
A prolonged legal fight over Mr. Obama's former Senate seat could complicate the Democrats' agenda in Washington. Without senators seated in Illinois and Minnesota -- where the Senate election is still being contested -- Democrats can count on the support of 57 senators. That means they will have to peel off three Republican lawmakers to defeat any Republican filibuster aimed at blocking legislation.
The argument for blocking the appointment of Mr. Burris is "weak" in light of provisions in the U.S. Constitution, said Abner Greene, a professor of constitutional law at Fordham University.
The Constitution allows each chamber of Congress to "be the judge of elections, returns and qualifications of its own members."
It takes a simple majority to refuse a seat under Senate rules, which would appear to give Democrats the power to block the Burris appointment. The Senate has refused to seat just four members since direct elections were instituted for the chamber in 1913, said Donald Ritchie, a Senate historian.

Atheist Group Files Lawsuit Against Prayer at Presidential Inauguration
The head of an atheist group told FOX News Radio on Tuesday that by allowing a prayer at President-elect Obama's inauguration, the government is subjecting atheists and agonostics to someone else's religious beliefs.

The head of an atheist group that has filed a lawsuit against prayer at Barack Obama's presidential inauguration says the government is picking a winner between "believers" and "those who don't believe" and subjecting atheists and agnostics to someone else's religious beliefs.
Dan Barker, co-president of the Freedom From Religion Foundation, has joined with Michael Newdow, who fought to have the words "under God" removed from the Pledge of Allegiance, in a federal lawsuit seeking to enjoin the Presidential Inaugural Committee from sponsoring prayers at the official inauguration.
The 34-page legal complaint similarly seeks to enjoin Supreme Court Chief Justice John Roberts, Jr., from adding the phrase "So help me God" to the presidential oath of office.

EU and Ukrainian officials say turning off the gas to Ukraine is unlikely to result in immediate supply disruptions because more gas is in storage than in January 2006. |

| [i]Democrats Could Try Stall Tactics to Block Burris From Senate Democrats could be in for a showdown as they threaten to block Roland Burris from entering the Senate next week -- but one option under consideration is to put Burris on hold as lawmakers send the matter to committee. FOXNews.com Thursday, January 01, 2009 U.S. senators opposed to Illinois Gov. Rod Blagojevich's defiant appointment to Barack Obama's vacant seat could try to block the move by using a time-honored tradition -- stall tactics. Roland Burris, the former Illinois attorney general appointed to the seat by the governor despite the corruption charges against him, plans to head to Washington next week when new senators are sworn in. Democrats have threatened to refuse him entry, but Burris' supporters and some legal experts say they are on shaky constitutional ground since Burris is technically eligible and Blagojevich is within his right to make the appointment. Burris has already taken the Illinois secretary of state to court in a bid to force him to certify the appointment, as required by Senate rules. So Senate Democratic officials are looking at the possibility of making a motion to refer Burris' credentials to the Rules and Administration Committee for a review. That could take months, by which time Blagojevich may no longer be governor, officials said. Burris would not be granted a paycheck or office space or floor privileges in the meantime, the officials said. ... |

| \Israel Clashes With YouTube Over Censorship Wednesday, December 31, 2008
Online Offensive
The Israeli Defense Force has launched its own YouTube channel to bolster its case for the air assault against Hamas. It includes footage of Hamas terrorists loading rockets into a truck in a residential neighborhood. There are also clips of attacks on Hamas weapons sites and tunnels used for smuggling.
But some videos were removed after Hamas sympathizers flagged them as "inappropriate." YouTube has a feature which allows users to label videos unsuitable, causing them to be deleted.
While some clips were later reinstated, the IDF said in a statement on its YouTube page: "We are saddened that YouTube has taken down some of our exclusive footage... it is imperative that we in the IDF show the world the inhumanity directed against us and our efforts to stop it."
Meanwhile, Israel is developing an independent blog where the videos can be viewed without any issues.

| Burris sought death for innocent man
By BEN PROTESS-- PROPUBLICA | 1/1/09 12:24 PM EST
Former Illinois attorney general Roland Burris, embattled Gov. Rod Blagojevich's pick to replace Barack Obama in the Senate, is no stranger to controversy.
Public fury over the governor's alleged misconduct has masked the once lively debate over Burris' decision to continue to prosecute, despite the objections of one of his top prosecutors, the wrong man for a high-profile murder case.
While state attorney general in 1992, Burris aggressively sought the death penalty for Rolando Cruz, who twice was convicted of raping and murdering a 10-year-old girl in the Chicago suburb of Naperville. The crime took place in 1983.
But by 1992, another man had confessed to the crime, and Burris' own deputy attorney general was pleading with Burris to drop the case, then on appeal before the Illinois Supreme Court.
Burris refused. He was running for governor.
"Anybody who understood this case wouldn't have voted for Burris," Rob Warden, executive director of the Center on Wrongful Convictions, told ProPublica. Indeed, Burris lost that race, and two other attempts to become governor.
Burris' role in the Cruz case was "indefensible and in defiance of common sense and common decency," Warden said. "There was obvious evidence that [Cruz] was innocent."
Deputy attorney general Mary Brigid Kenney agreed and eventually resigned rather than continue to prosecute Cruz.
Once Burris assigned Kenney to the case in 1991, she became convinced that Cruz was innocent, a victim of what she believed was prosecutorial misconduct. She sent Burris a memo reporting that the jury convicted Cruz without knowing that Brian Dugan, a repeat sex offender and murderer, had confessed to the crime. Burris never met with Kenney to discuss a new trial for Cruz, Kenney told ProPublica.
